We successfully assisted a large Fortune 100 insurance company in winning their first Federal contract valued at over $3 Billion per year. Due to the magnitude of the contract and complexity of the Request for Proposal (RFP) combined with the Client’s lack of experience working in the Federal government arena, the preparation of the proposal, negotiations and ultimately contract award spanned several years.
Our proposal assistance included providing a full Cost Accounting Standards (CAS) “Gap” assessment to identify areas the Company would need to correct and/or enhance in order to be CAS compliant. Some of the enhancements included modifying the existing general ledger chart of accounts to report at the level needed to properly manage the contract; create new accounts to capture unallowable expenses; enhance accounting policies and procedures, etc.
We also assisted with the design of a competitive Indirect Overhead Rate Structure to optimize cost recovery and to the improve the company’s competitive position while maintaining compliance with the applicable FAR and CAS regulations and RFP requirements. A key goal was to minimize the administrative burden on the company since it was primarily a commercial company.
Once the overhead structure was designed and implemented, we assisted with the proposal strategy (with regard to pricing), risk assessment, competitive pricing analysis, designed and operated the pricing model, green team reviews, responses to inquiries and audits etc. all the way through to the contract award.
