CGS successfully led the financial teams on numerous large Federal contract proposals including certain RFP’s with values in excess of $1B for a Fortune 50 Company. In particular, CGS led the financial team on four simultaneous proposals to the Army Corps of Engineers (ACOE) for environmental restoration services across the US. This was the first time that the Company attempted to coordinate the proposals of multiple segments and subcontractors.
The ACOE contracts required the Company to investigate environmental issues at specific government sites; design of the remediation plan; obtain appropriate permits, and then ultimately, perform the construction work to actually remediate the sites. Because of the unique nature of these services, CGS led the efforts to coordinate the financial proposals for three different segments of the Company and various subcontractors.
In addition, because of the unique management and accounting requirements of these contracts, CGS also simultaneously led the design and installation of a new accounting system for these contracts to accumulate, bill and report the costs for all three segments and the subcontractors. This was the first new accounting system for the Company in 20+ years. Designing and implementing the new system required the harmonization of the cost accounting and billing practices across the three segments. A very difficult task in a highly political environment.
The Company was awarded two of the four contracts initially valued at $350M, which ultimately grew during the contracts’ 8 year lives, to over $900M. The ACOE told us privately that they would have awarded a third contract, but bid protest concerns precluded that. This was a major accomplishment for the Company as it had unsuccessfully pursued similar contracts in the past, and it positioned the Company as a major player in the environmental design and remediation markets.
